In 1963, the City of Besançon entrusted Maurice Novarina with an urban planning study for its extension. Novarina's master plan, while respecting the policy of the time in terms of urban planning and housing, had the ambition to make this new space, built in operation and in connection with the city, live. Novarina worked on this operation until 1968. The urban forms of this "new city" respond to the idea of a building park urbanism, in accordance with the precepts of the Athens Charter (1933) which were to inspire the reconstruction of many cities and districts in Europe in the aftermath of the Second World War.
